PCT - Proposed changes for care providers
ICG will be working with the PCT to explore standardising NHS Continuing Healthcare fees. At present the fees for NHS Continuing Healthcare placements with care homes in North Yorkshire and York differ considerably. During the spring and summer of 2010 the PCT will be working with the ICG to explore establishing standardised fees which it will pay for care home placements.
The PCT plans to introduce 3 levels of funding for each locality in North Yorkshire and York (York, Selby, Hambleton and Richmondshire, Craven, Harrogate and Scarborough, Whitby and Ryedale).
Initially this work will focus upon care home placements, however in the longer term it will also include domiciliary care packages.Business Continuity Plans

Fair fees for care has been an issue for independent care providers for many years. ICG has been working with the Fairer Fee Forum to enable providers to become involved in a national movement to persuade local authorities to pay for the true cost of care. A mass meeting of providers was held in York in September. The Fairer Fee Forum enables providers to sign to take collective action – where they are guaranteed anonymity. This national movement involving Aston Brookes Solicitors is building a case for payment of fair fees to take to Judicial Review. Working with the PCT, ICG is promoting the safe handling of medicines in domiciliary care. Many home care workers are failing to recognise the difference between ‘administration’ and ‘assistance’. The emphasis on encouraging people to be independent has clouded the issue. Administration - where someone is given their medication to take requires record keeping on MAR charts. ICG worked with Sandra Sweeney, Senior Pharmacist at the PCT to hold an event to clarify the issues. It was attended by Steve Baker, Regional Lead Pharmacist at CQC. It was stressed that compliance aids such as blister packs are only useful when they maintain a person’s independence – rather than these, it is preferable for care staff to administer from traditional containers which are individually labelled.
